The project includes the replacement of the Wire Mill (S. Lehigh Street) Bridge that crosses the Little Lehigh Creek in the City of Allentown. Constructed in 1940, the original bridge was a 2-span steel I-beam with an open grate deck and has been demolished. The new structure will be a 2-span bridge, with four lanes of traffic (two in each direction) and sidewalks. Vehicular traffic is being detoured during construction; however, a temporary pedestrian bridge was constructed to provide continued pedestrian access throughout construction.

RIG Consulting Inc. was selected as the prime consultant for the agreement, which was designated a Small Business Enterprise (SBE) set-aside. This program requires the PennDOT Bureau of Equal Opportunity designated SBE firm to perform at least 50% of the contracted work. RIG provided Construction Inspection Services on this part of the agreement through a Transportation Construction Manager – 2, Transportation Construction Supervisor – 1, and a Transportation Construction Inspector – 3. Inspection and documentation services included clearing and grubbing, E&S control, earthwork, removal of contaminated soil, installation of drainage pipe, D-W end walls, manholes, utility relocation, and MPT.
